This standard specifies the guidelines on general modes and basic elements of the safety design management for chemical construction projects (hereinafter referred to as "projects").
This standard is applicable to the constructed, reconstructed and extended production and storage devices and facilities of hazardous chemicals, as well as construction projects involving chemical production and storage devices using or generating hazardous chemicals.
The safety design scope of chemical construction projects (hereinafter referred to as project safety design) includes the three stages, i.e., pre-design, basic engineering design and detailed engineering design commissioned by the owner.
This standard is not applicable to construction projects such as exploration, exploitation and auxiliary storage of hazardous chemicals, long-distance pipelines and auxiliary storage of petroleum and natural gas and auxiliary storage of urban gas.
2 Terms and definitions
For the purposes of this standard, the following terms and definitions apply.

hazardous chemical
chemicals with flammability, explosiveness, toxicity, corrosivity and other hazardous characteristics, which may easily cause personal injury, property damage and environmental pollution during production, storage, transportation, use and waste disposal
2.2
inherently safer design
in the design process, such measures as reduction, mitigation, substitution and simplification are taken to make the process flow and its equipment have the inherent function of fundamentally preventing accidents
2.3
hazard identification
process of identifying the existence of hazard and determining its characteristics according to the physical and chemical properties of raw materials, intermediates and products as well as the conditions of assessed equipment, facilities, process flow, equipment layout, etc.

tolerable risk
acceptable risk within a given range based on the current social criteria
2.5
process safety
prevention against accidental release of hazardous substances or energy that have a serious effect on safety, environment or enterprises
2.6
safety instrumented system (SIS)
instrumented system for realizing one or several safety functions of instruments SIS may consist of sensor, logic solver and final elements in any combination
2.7
safety integrity
average probability that the safety instrumented system meets the instrument safety functions required for operation within the specified time period and under all specified conditions
2.8
safety integrity level (SIL)
discrete level (one of the four levels) used to specify the safety integrity requirements of instrument safety function assigned to safety instrumented system SIL4 is the highest level of safety integrity whileSIL1 the lowest
3 Project safety design procedure
3.1 The project safety design procedure may be integrated according to the actual conditions of various organizations as well as relevant procedures of quality management system or occupational health, safety and environmental management system of the organization; an independent management procedure may also be established.
3.2 The project safety design procedure shall generally include the following elements:
a) collection, review and confirmation of basic data for project safety design;
b) regulations and other requirements which shall be complied with during project safety design;
c) policy and objective of project safety design;
d) project safety design planning;
e) process hazard analysis;
f) countermeasure design for project safety;
g) project safety design review;
h) project safety design confirmation;
i) project safety design changes.
3.3 This standard focuses on providing management guidelines for methods and procedures for “project safety design planning”, “process hazard analysis”, “countermeasure design for chemical safety”, “project safety design review” and “project safety design changes”.
