This standard specifies the basic technical requirements and basic principles that shall be followed by grid operation.
This standard is applicable to all the grid enterprises, power generation enterprises and power customers participating in grid operation as well as the planning and design, development and construction, test and debugging as well as research and development organizations related to grid operation and the relevant management departments.

3 Terms and Definitions
For the purpose of this standard, the terms and definitions established in GB/T 2900.49, GB/T 2900.50, GB/T 2900.52, GB/T 2900.57, GB/T 2900.58, GB/T 2900.59, GB/T 13498 and GB/T 14429 as well as the following ones are apply.
3.1 Basic Names
3.1.1
Power System
Power system is an entirety composed of the power generation, supply (transmission, transformation and distribution) and electric facilities as well as, for ensuring their normal operation, the relaying protection and automatic safety devices, metering devices, electric power communication facilities and automation facilities, etc.
3.1.2
Power System Operator
It is responsible for organizing, commanding, directing and coordinating the grid operation and is responsible for the operating organizations of electricity market.
3.1.3
Electricity Regulatory Institution
The State Electricity Regulatory Commission and its detached offices.
3.1.4
Grid Enterprise
The electric power enterprises owning, managing or operating the power grid.
3.1.5
User of Grid
The units, like the power generation enterprises (including self-supply power plants) completing the power generation or consumption through power grid as well as the bulk grid customers.
3.1.6
Power Generation Enterprise
The power generation companies connected into the grid operation (owning one or several power plants), or the electric power enterprises owning power plants.
3.1.7
Customer
The units or individuals consuming electric energy through the power grid.
3.1.8
Bulk Grid Customers
The customers directly signing the Power Purchase Agreement with the grid enterprises above provincial level (municipality and autonomous region) or the customers directly purchasing electric power from the power generation enterprises through the power grid.
3.2 Connection (Interconnection) Part
3.2.1
Interconnection
The physical coupling among power grids.
3.2.2
Connection
The physical coupling between the power plant (machine unit) and the power grid or between the electric equipment of power customer and the power grid.
3.2.3
Entry Point
The coupling point at which the power plant (machine unit) is connected into the power grid or the coupling point of the electric equipment of power customer with the power grid.
3.2.4
The First Connection Day
The first synchronous coupling date of the generator unit and power grid, as agreed by the grid enterprise and the intended connection party.
3.2.5
Connection Application
The written application document submitted by the intended connection party to the grid enterprise for the purpose of requiring connecting its equipment with the power grid.
3.2.6
Area Control Error (ACE)
Generally, the evaluation standard of the control performance of (ACE) Area Control Error adopts the A1 and A2 or CPS1 and CPS2.
