This standard specifies the basic technical requirements of general plan design for substation.
This standard is applicable to the general plan design for new or expanded substations with voltage levels of 110 kV~750 kV. It can be reference for the general plan design for substations with voltage levels of 750 kV above and rebuilt substations and converter stations.

3 General
3.0.1 The general plan design for substation must fully implement the national basic construction policy, reflect the national technical and economic policies, unify and define the construction standards, and ensure the safety, reliability, advanced technology, economic applicability and conformity with the national conditions of the new (expanded) substation.
3.0.2 The general plan design for substation must establish a global concept, with in-depth investigation and research, rely on technical progress for well-designed, constantly sum up experiences, actively and prudently promote advanced technologies at home and abroad, and adopt mature new materials, new processes and new plan based on local conditions so as to meet the requirements of sustainable development.
3.0.3 The general plan design for substation shall comply with the relevant provisions of Land Administration Law of the People's Republic of China, and conform to the national land use policy, adjust measures to local conditions, save land, use land rationally, improve land utilization rate, and make full use of wasteland, poor land, sloping land, and does not occupy or occupies less farmland; shall make rational use of the terrain, reduce the amount of leveling earthwork (stonework) and the demolition of existing facilities and buildings (structures) to avoid or reduce the land requisition, upon the technical and economic comparison for various schemes optimize the design scheme, reduce the project cost, shorten the construction period, and create conditions for civilized construction.
