1 Scope
This Regulation specifies apparatus inspection, technical requirements for erection and engineering acceptance rules.
This Regulation is applicable to erection and acceptance of newly-built and reconstructed overhead distribution lines with insulated conductors with rated voltage between 6~10kV (medium voltage) and rated voltage at 1kV or below (low voltage).

3 Apparatus Inspection
3.1 General requirements
3.1.1 The apparatus shall meet the requirements of current national standard; when there is no national standard, it shall meet the requirements of current professional standard. As for new apparatus without official standard, it shall be tested and approved by relevant department before application.
3.1.2 It must have factory test report and product qualification certificate for apparatus.
3.1.3 It must carry out the following inspection on apparatus and shall meet the corresponding requirements:
a) No damage or deformation during appearance inspection;
b) Correct model and specification;
c) Complete technical document complete.
3.1.4 If one of the following conditions happens to apparatus, it shall carry out test for the second time:
a) Exceed specified retention period;
b) Damage or deformation;
c) Suspect product quality.
3.2 Overhead insulated wire (also called aerial insulated cables)
3.2.1 The medium-voltage be elevated insulated wire must meet the requirements of GB 14049.
3.2.2 The low-voltage overhead insulated wire must meet the requirements of GB 12527.
3.2.3 Before installing conductor, it shall carry out appearance inspection and it shall meet the following requirements:
a) The conductor shall be compressed and free of corrosion;
b) There shall be sealing measures for end of insulated wire;
c) The insulating layer shall be tightly extruded, smooth in surface, uniform in color, free of sharp corner and particle as well as without charring mark.
3.3 Fittings and insulated parts
3.3.1 The low-voltage fittings and insulated parts shall meet the requirements of DL/T 464.1~5.
3.3.2 Before installing fittings, it shall carry out appearance inspection and shall meet the following requirements:
a) Smooth surface, free of flaw, rag, fash, sand hole, gas bubble and other defects;
b) Flexible rotation of wire clip; smooth surface tangent with conductor; tight and proper match with screw rod and nut;
c) Well galvanized; free of peeling and rusting.
3.3.3 The insulation tube and insulation belting shall be smooth in surface and uniform in color.
3.3.4 The insulation support and insulation shield shall be uniform in color; flat, smooth in surface, free of flaw, rag, sharp edge and tightly closed.
