This standard specifies the safety requirements on such aspects as the production, loading, application, storage and transportation of chlorine.
This standard is applicable to the organizations engaging in the production, application, storage and transportation of chlorine. Chlorine listed in this standard refers to the liquid chlorine or gaseous chlorine of chlorine class.

3 General Requirements
3.1 All the organizations and individuals who are engaged in the production, storage, transportation and application of chlorine shall abide by the provisions specified in the relevant national laws and regulations.
3.2 The constructed, extended and renovated chlorine organizations shall abide by the relevant national administrative licensing systems and will not be constructed without approval.
3.3 The workshops and storehouse buildings (structures) used for the production, application and storage chlorine shall be in accordance with the relevant regulations specified in GB 50016.
3.4 The site selection of the industrial enterprises engaging in the production, application and storage of chlorine shall be determined through comprehensive analysis based on the national regulations and standards on the town and country planning, environmental protection and sanitation as well as the characteristics of planned projects.
3.5 The constructed, extended and renovated chlorine production enterprises shall meet the relevant regulations specified in GB 18071.
3.6 The relevant employees of the production, application, storage, and transportation organizations of chlorine shall have vocational training, pass the examinations and obtain the quality certificate before they go on duty for operation.
3.7 The managers (including the technicians) of the chlorine production, application, storage and workshops (departments) shall grasp the technological process and equipment performances proficiently and have the ability for chlorine accident treatment.
3.8 In the sites where the production, storage, transportation and application of chlorine are conducted, the emergency repair equipments and protective articles (see Table 1 and Table 2) shall be allocated and also shall be maintained periodically.
