This national standard specifies the maximum allowable emission limits of air pollutants for thermal power plants in periods. It's applicable to the emission management of existing thermal power plant as well as environmental impact assessment, design, final acceptance and post-construction emission management of the thermal power plant construction projects.
This national standard is applicable to the thermal power plants equipped with grate furnace (over 65t/h), coal-fired generation boiler excluding coal-throwing boiler, coal dust generation boiler, oil-fired generation boiler (over 65t/h) and compressor-turbine units. For the penetration boilers (65t/h) fired with biomass fuels like bagasse, sawdust and bark, the pollutant emission requirements shall be compliant to those of coal gangue-fired thermal power generation boilers.
This national standard is inapplicable to the thermal power plants fired with domestic wastes and hazardous wastes.

3 Terms and Definitions
For the purposes of this national standard, the following terms and definitions are applied.
3.1 Thermal power plant
The power plant firing solid, liquid or gas fuels
3.2 Coal mine mouth power plant
The power plant is located nearby the coal mine and the coal can be delivered by belt conveyer, truck or mine railway siding.
3.3 Standard condition
The temperature of flue gas is 273K, the pressure is 101,325Pa. For the purpose of this national standard, the emission concentration of the air pollutant refers to the value of dry flue gas under standard condition.
3.4 Continuous emission monitoring
The continuous emission monitoring refers to the continuous, real-time monitoring of flue gas emission for thermal power plant.
3.5 Excess air coefficient
It refers to the ratio of practical air supply volume to the theoretical air demand in the combustion action, presenting as α.
3.6 Volatile matter (dry ash-free basis)
Supposed the water-free, dust-free coal is the benchmark, the coal sample is heated in isolated air under specified conditions, and then the rectified mass loss of water content and ash content is worked out, the result is volatile matter (dry ash-free basis), presenting as Vdaf.
3.7 Western region
The western region includes Chongqing City, Sichuan Province, Guizhou Province, Yunnan Province, Tibet Autonomous Region, Shaanxi Province, Gansu Province, Qinghai Province, Ningxia Hui Autonomous Region, Xinjiang Uyghur Autonomous Region, Guangxi Zhuang Autonomous Region and Inner Mongolia Autonomous Region.
