1.1 Subject Content
This Standard specifies the maximal allowable daily discharge concentration and discharge capacity of water pollutants and malodorous gas and the environmental standard of waste slag harmlessness for livestock and poultry breeding industry.
1.2 Application Scope
This standard is applicable to the discharge management of the pollutants in the intensified livestock and poultry farms and breeding areas, the environmental impact evaluation, environment protection facilities design and completion acceptance of these construction projects and the discharge management after being put into production throughout the country.
1.2.1 The scale grading of livestock and poultry farm and breeding area applicable in this standard is implemented according to those specified in Table 1 and Table 2.

1.2.2 For the livestock farm and breeding area with different livestock and poultry, its scale may be divided by converting the breeding quantity of chicken and cattle to that of pigs and the conversion scale is: 30 laying hens are converted to 1 pig, 60 poulards are converted to 1 pig, 1 dairy cattle is converted to 10 pigs and 1 beef cattle is converted to 5 pigs.
1.2.3 For all the intensified livestock and poultry farms and breeding areas within the range of Grade I and those located in national environmental protection key cities, key watershed and severely contaminated river network areas within the range of Grade II, this Standard will be effective from the date of implementation.
1.2.4 For the intensified livestock farms and breeding areas within the range of Grade II in other regions, the specific time of standard implementation is determined by the Environmental Protection Administration Department of People's Governments at and above the county level, but shall not later than July 1, 2004.
1.2.5 For the intensified sheep farms and sheep breeding areas, the breeding quantity of sheep shall be converted to that of pigs and the conversion scale is: 3 sheep are converted to 1 pig, and then the scale grades of sheep farms or sheep breeding areas shall be determined according to the breeding quantity after conversion and shall be implemented by reference to the requirements of this Standard.
2 Definition
2.1 Intensified Livestock and Poultry Farm
It refers to the livestock and poultry farm with intensive management. Intensified breeding refers to the breeding mode in a small site with a lot of investment of production goods and labor, by adopting the new process and technical measures and with careful management.
2.2 Intensified Livestock and Poultry Breeding Area
It refers to the concentration of production area, which is away from residential area, of multiple livestock and poultry breeding individuals determined by the administration division.
2.3 Waste Slag
It refers to the solid wastes such as animal manure, livestock and poultry housing padding, useless feed, scattered hairiness, etc. discharged from the livestock farm.
2.4 Odor Pollutants
All gas materials that can irritate people's olfactory organ, cause displeasure and damage living environment.
2.5 Odor Concentration
Dilution times required for diluting the odor gas (including peculiar smell) with odorless air to be odorless just.
2.6 Maximal Allowable Water Discharge Capacity
The allowable discharge amount of water used for production directly in the process of livestock and poultry breeding.
