This standard specifies the product classification, requirements, test methods, inspection rules, marks for package and implementation of this standard involved in the allowable limit of harmful substances of various vehicle coatings to human body and environment.
This standard is applicable to, except for putties, various coatings of automobile manufacturer, automotive refinish coatings, as well as the coatings for rail transit vehicle, motorcycle (including electric motorcycles), bicycles (including electric bicycle) and other types of vehicles (including special motor vehicle, low-speed vehicle and trailer), and those for vehicle parts.
This standard is not applicable to coatings of tractor transport units, wheeled mobile machinery for special purpose and military vehicles.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.

road vehicle
vehicles, including motor vehicles and non-vehicles, that are designed and manufactured to carry people, transport items, or perform special operations on the road and are legally permitted to travel on the road

rail transit vehicle
vehicles that need to travel on specific tracks, including powered car train-sets, passenger cars (railway vehicles), urban rail transit vehicles and wagons

power-driven vehicle
wheeled vehicles driven or drawn by power sets on roads for carrying people, transporting items, or performing special engineering operations, include vehicles and tractor-trailer combination, motorcycles, tractor transport units, wheeled mobile machinery for special purpose and trailers
