1.0.1 According to "Urban and Rural Planning Law of the People's Republic of China", with view to overall planning of urban and rural development, intensive, economical, scientific and reasonable utilization of land resources, this standard is formulated.
1.0.2 This standard is applicable to development of urban comprehensive planning and regulatory detailed planning, statistics and land management. The county people's government and towns as well as other eligible towns may refer to it for implementation.
1.0.3 Development of urban comprehensive planning and regulatory detailed planning shall meet the requirements of this standard and relevant current national standards.
2 Terms
2.0.1 Town and country land
It refers to all the urban land, including development land and non-development land. The former includes development land in urban and rural settlement, regional land for external transportation facilities, regional municipal utilities, special land, mining land and other development land while the latter includes water area, agricultural and forestry land and other non-development land. Terms for various town and country land are detailed in Table 3.2.2.

2.0.2 Urban development land
It refers to residential administration and public service, commercial and business facilities, industrial, manufacturing, logistics and warehouse, road, street and transportation, municipal utilities, green space and square. Terms of various lands within urban development land are detailed in Table 3.3.2. The urban development land scale refers to sum of above land in hm2.
