1.0.1 This code is formulated with a view to implementing Production Safety Law of the People's Republic of China and the policy of "safety first, prevention prime and comprehensive treatment", minimizing and avoiding storage safety accidents of powders and explosives by technical means, and safeguarding the life and property security of people and the State.
1.0.2 This code is applicable to the engineering design for construction, renovation and extension and technical transformation of underground and earth covered magazine of powders and explosives as well as transit areas and platform storage.
This code is not applicable to the engineering design of natural underground and ground magazines for storage of powders and explosives as well as the earth covered workshop of procedure hand-over in production area of powders and explosives plant.
1.0.3 Engineering design of underground and earth covered magazine of powders and explosives shall not only comply with this code, but also meet the requirements of relevant current national standards.
2 Terms
2.0.1 underground magazine of powders and explosives
the grotto for storage of powders and explosives horizontally tunneled from surface of the mountain to the inside, which mainly consists of access grotto and main grotto and some of which include exhaust air shaft and air intake trench (hereinafter referred to as "underground magazine")
2.0.2 earth covered magazine of powders and explosives
it includes two types: I. Long edge on the rear side of the magazine leans closely against the hill with earth covered at the top, long edge on the front side is covered with earth till the top and the gable walls on both sides are the magazine entrance/exit and loading platform; II. Its top is covered with earth till both sides and the rear of the magazine and magazine entrance/exit and loading platform are arranged at front wall (hereinafter referred to as "earth covered magazine")
2.0.3 TNT equivalent
the ratio of charge quantity when certain powders and explosives and TNT generate the same explosive air shock wave effect under the same density conditions and at the same radial distance
2.0.4 equivalent diameter
the diameter of semicircle with the same sectional area converted from the sectional area of actual charge
2.0.5 grotto axis
the longitudinal centerline of the grotto, also known as 0° line
2.0.6 covering thickness
the minimum distance from the top of the main grotto in the underground magazine to the surface of the mountain
2.0.7 petrous magazine in sloping area
a general term for such underground magazine that the upper ground surface of the mountain at the location of the grotto after its explosion is unroofed and thrown and the covering thickness of the underground magazine is less than or equal to 30× equivalent diameter
2.0.8 petrous magazine in steep area
a general term for such underground magazine that the upper ground surface of the mountain at the location of the grotto after its explosion is not unroofed and the covering thickness of the underground magazine is greater than 30× equivalent diameter
2.0.9 airtight safety door
such door that can stop external explosive air shock wave and explosion fragments and prevent the moisture in the air outside the magazine from intrusion
2.0.10 airtight door
such door that can keep the moisture in the air outside the magazine from intrusion
2.0.11 allowable external distance
the allowable minimum distance between the magazine of powders and explosives and between the transit platform/platform storage/physics-chemistry laboratory/sample magazine and various external objectives in accordance with the specified criteria of failure
2.0.12 allowable distance between magazine
the allowable minimum distance between magazine of powders and explosives in accordance with the specified criteria of failure
2.0.13 protecting barrier
natural or artificial defiance retaining wall arranged across the entrance/exit of the earth covered magazine
2.0.14 parallel layout of underground magazine
it means that two independent underground magazines are at the same side surface of one mountain and the distance between side walls of two main grottoes is basically the same
2.0.15 outward splayed layout of underground magazine
it means that two independent underground magazines are at the same side surface of one mountain and the distance between side walls of two main grottoes gradually decreases from the opening to the bottom.
2.0.16 inward splayed layout of underground magazine
it means that two independent underground magazines are at the same side surface of one mountain and the distance between side walls of two main grottoes gradually increases from the opening to the bottom.
2.0.17 stagger layout of underground magazine
it means that two independent underground magazines are at two different side surfaces of one mountain, the openings face toward different side surfaces and the rear end of one of two main grottoes is opposite to the side wall of the other main grotto
2.0.18 back-to-back layout of underground magazine
it means that two independent underground magazines are at the opposite side surfaces of one mountain, the opening is in opposite direction and the rear ends of two main grottoes are opposite to each other
2.0.19 face-to-face layout of underground magazine
it means that two independent underground magazines are at the mountain on both sides in the trench with opposite openings
2.0.20 vertical layout in parallel of underground magazine
it means that two independent underground magazines are at the same side surface of the mountain and the steps are arranged in vertical layout
2.0.21 magazine area
the magazine area consisting of several underground magazines or earth covered magazines
2.0.22 transit area
the area where railway transportation and motor vehicle transportation of powders and explosives can be switched mutually, generally consisting of platform storage, loading platform, access railroad and accommodation road
2.0.23 safeguard system
the project implemented for the purpose of safeguarding the storage safety of powders and explosives and creating the system with functions of anti-intrusion, anti-theft, anti-robbery, damage-proof and explosion-proof safety inspection functions (or their combinations) by comprehensively utilizing safety protection technology and other science and technology, also known as technology protection project
3 Requirements for Storage of Powders and Explosives
3.0.1 Powders and explosives quantity of single underground magazine and earth covered magazine shall be determined according to TNT quantity and shall be converted according to Table 3.0.1 for other powders and explosives.
