1.0.1 This code is formulated with a view to strengthening the constructional quality management of urban rail transit communication engineering, unifying the acceptance standard for constructional quality of urban rail transit communication engineering, and ensuring the engineering quality.
1.0.2 This code is applicable to the constructional quality acceptance of urban rail transit (including urban metro, light rail, rapid rail and maglev train) communication engineering.
1.0.3 During the construction of urban rail transit communication engineering, the national economy sustainable development strategy shall be followed, environmental protection, safety and civilization and other work shall be well done, and resources shall be utilized reasonably.
1.0.4 The constructional quality inspection of urban rail transit communication engineering as well as the methods, instruments and equipment adopted in the inspection shall meet the requirements of relevant standards. Prior to the opening of system, the testing organization having corresponding qualification should be entrusted to carry out system testing.
1.0.5 In addition to the requirements stipulated in this code, the constructional quality acceptance of urban rail transit communication engineering shall also comply with those stipulated in the current relevant standards of the nation.

2 Terminologies
2.0.1 Transmission system
A optical fiber communication-based system network established to meet the requirements of various data transmission among subsystems of urban rail transit communication engineering, signaling system, electric power monitoring system, disaster prevention system, building automatic system, automatic fare collection system and other relevant systems.
2.0.2 Executive PBX system
A telephone system used for carrying out official call and business contact among all departments of urban rail transit.
2.0.3 Dispatching system
A telephone system set up for operating control center (OCC) dispatchers and station/depot/parking lot watchmen to organize and command the train operation, carry out operation management and ensure train operation safety.
2.0.4 Wireless communication system
A wireless system providing communication between the fixed users (OCC dispatchers, depot dispatchers, station watchmen, et al.) and the mobile users (train drivers, disaster prevention personnel, maintenance personnel, public security officers, etc.).
2.0.5 Closed circuit monitoring TV system
A system providing the OCC dispatchers, station watchmen and train drivers, et al. with visual information relevant to such aspects as train operation, disaster prevention, disaster relief and passenger guidance.
2.0.6 Public address system; broadcasting system
A system set to ensure the urban rail transit OCC dispatchers and station watchmen being able to notify the passengers of service information such as train operation, safety and guidance and to release operation command and notice to workers.
2.0.7 Clock system
A time system providing all lines and stations with uniform standard time information and providing other systems with uniform timing signals.
2.0.8 Passenger information system (PIS)
A system providing the passengers with realtime service information (traffic information, news, weather forecast, etc.) by setting displays at station halls and platforms and setting on-board displays in compartments, etc.
2.0.9 Synchronous digital hierarchy (SDH)
A series of standardized digital transmission structures formed to transmit the correctly adaptive net loads on the physical transmission network (mainly the optical cable).
2.0.10 Asynchronous transfer mode (ATM)
A kind of broadband transmission mode based on high-speed packet transfer mode and in combination with the advantages of circuit transmission mode.
2.0.11 Open transport networks (OTN)
A kind of synchronous optical network with access of multi services.
2.0.12 Integrated services digital network (ISDN)
A kind of communication network which is developed on the basis of the integrated digital telephone network (IDN) providing end-to-end digital connection and is used for supporting the multiple telephone and non-telephone services, for which the users access to the integrated services digital network (ISDN) via a group of limited standard user network interfaces.
2.0.13 Trunking communication system
A system in which multiple users share a group of wireless channels and also dynamically use the mobile communication system of these channels, and which is mainly used for dispatching communication.

3 Basic Requirements
3.1 General Requirements
3.1.1 As for the quality management on construction site of urban rail transit communication (hereinafter referred to as "communication") engineering, there shall be corresponding construction technical standards and sound quality management system, constructional quality inspection system and constructional quality level evaluation & rating system.
