1 General Provisions
1.0.1 This code is developed in order to implement the relevant laws, regulations, principles and policies of energy conservation, such as "Energy Conservation Law of the People's Republic of China", to optimize the design and to saving and rationally make use of energy.
1.0.2 This code is applicable to the design of energy conservation for common cement plants. Energy conservation for the technological transformation of local system in cement plant and of those cement plants using poor, fuel and waste materials may also be design by referring to this standard.
1.0.3 The construction scale of cement plant shall meet the provisions specified in national industrial policies and the current national standard of "Code for Design of Cement Plant" GB 50295.
1.0.4 For cement plant construction and extension, new dry method and technology to produce cement shall be adopted; while it is strictly forbidden to adopt those abolished and out-of-date technologies and products.
1.0.5 Cement plant equipments shall be the national recommendatory water-conservation, high-efficient and energy-conservation ones.
1.0.6 In addition to meet the requirements stated in this code, the energy conservation design of cement plant shall also meet the provisions specified in relevant national current standards.
2 Terms
2.0.1 Heat consumption of clinker burning
The average combustion heat of the fuel consumed for producing 1 kg clinker and during 72h assessment period

2.0.3 Comparable comprehensive standard coal consumption of clinker
Standard coal after unified correction and converted by the consumed comprehensive fuels to produce 1t clinker during statistic period, including the consumed fuels to dry raw & fuel materials and clinkering
2.0.4 Comparable comprehensive power consumption of clinker
Electricity (after unified correction) consumed to produce 1t clinker during statistic period, including the power consumed during clinker production and subsidiary production process
2.0.5 Comparable comprehensive energy consumption of clinker
Comprehensive energy consumption after unified correction and converted by various kinds of energy consumed to produce 1t clinker during statistic period into standard coal
2.0.6 Comparable comprehensive power consumption of cement
Electricity (after unified correction) consumed to produce 1t cement during statistic period, including the power consumed during clinker production and subsidiary production process
2.0.7 Comparable comprehensive energy consumption of cement
Comprehensive energy consumption after unified correction and converted by various kinds of energy consumed to produce 1t cement during statistic period into standard coal
3 General Layout and Construction Energy Conservation
3.1 General Provisions
3.1.1 Overall layout of cement plant shall meet the technological production requirements; in addition, it shall make good use land, be characterized by definite zoning, compact arrangement and land saving.
3.1.2 Cement clinker base should be located near limestone mine. Cement grinding station shall be arranged next to product selling places and those places to supply composite materials.
3.1.3 Buildings in cement plant shall be classified according to the usage properties, functional characters and energy conservation requirements of these buildings and meet the following provisions as well:
1 These public buildings such as office building, central control room, chemical laboratory, independent shop office, science & technology center, multi-functional building, canteen, bath room and guard room shall be divided into Class A.
2 Residential buildings such as staff quarter shall be divided into Class B.
3 These production buildings with heating or air conditioning, independent distribution substation, pump house, water treatment room, air compressor room, garage and such low-temperature heating supplementary buildings such as machine maintenance building shall be divided into Class C.
4 These supplementary industrial buildings such as workshop guard room, testing laboratory and control room in non-heating or air-conditioning production workshop but with heating or air conditioning requirements shall be divided into Class D.
3.1.4 Energy conservation of Class A buildings shall be designed according to current national standard "Design Standard for Energy Efficiency of Public Buildings" GB 50189. For single-story small public building, if the shape factor is still greater than 0.4 in the condition of simplest shape, the heat transfer coefficient limit of roof and outer wall may be increased by 5% basing on its former one.
3.1.5 Energy conservation of Class B buildings shall be designed basing on the located climate zones and according to national current standards "Design Standard for Energy Efficiency of Residential Buildings" (Residential Building Heating) JGJ 26, "Design Standard for Energy Efficiency of Residential Buildings in Hot Summer and Cold Winter Zone" JGJ 134 and "Design Standard for Energy Efficiency of Residential Buildings in Hot Summer and Warm Winter Zone" JGJ 75 respectively.
3.1.6 During the energy conservation design of Class C buildings, the minimum heat transfer resistance of roof and outer wall may be determined according to indoor and outdoor temperatures and current national standard "Thermal Design Code for Civil Building" GB 50176.
