1 General Provisions
1.0.1 This Code is formulated with a view to guaranteeing safe and reliable construction and operation of straddle monorail transit and realizing people orientation, environment protection, economic applicability and advanced technology.
1.0.2 This Code is applicable to design of new straddle monorail transit construction engineering based on elevated line in the urban rail transit with medium transport capacity.
1.0.3 Design of straddle monorail transit must conform to the urban master planning and urban rail transit network planning approved by the competent departments of the government.
1.0.4 The design life of straddle monorail transit engineering shall be classified into three stages: preliminary stage, short term and long term. Preliminary stage is the third year after completion and open traffic, short term is the 10th year, and long term is the 25th year.
1.0.5 Straddle monorail transit must adopt right-driving totally-enclosed double lines, and train operation safety must be guaranteed under monitoring of safety protection system.
1.0.6 Unified planning of the whole line shall be adopted for designing straddle monorail transit engineering; construction scale and equipment capacity shall be determined according to the predicted long-term passenger flow and the system transport capacity; the engineering and equipment available for stage construction and arrangement shall be reserved with stage construction and capacity expansion conditions.
1.0.7 Straddle monorail transit lines constitute an integral part of urban rail transit network, and they shall be capable of convenient transfer and uniformly planned and organically connected with other traffic on the ground.
1.0.8 Straddle monorail transit shall be such designed as to realize energy saving, resources conservation, land saving and value maximization within the life cycle of the engineering.
1.0.9 Under the premise of safety, reliability and functionality, straddle monorail transit engineering shall be such designed as to strictly control construction scale, reduce construction cost and decrease operation cost.
1.0.10 As for the main work structure of straddle monorail transit and the other engineering structures that may have significant impact on system operation due to damage or overhaul, their design service lifes shall be 100 years.
1.0.11 Seismic fortification intensity of the straddle monorail transit engineering shall be determined according to the seismic safety evaluation results approved by the competent departments of the local government.
1.0.12 Ground and elevated engineering of straddle monorail transit crossing or adjacent to rivers shall be designed according to no less than once-in-a-century flood frequency. As for the underground engineering under waters, flood gate shall be arranged at both ends of underground engineering or other anti-flood measures shall be taken in the case the waters may endanger engineering safety.
1.0.13 Preliminary-stage, short-term and long-term train formation vehicle number shall be determined according to predicted preliminary-stage, short-term and long-term passenger flow, fixed number of staff members or passengers and set train frequency.
1.0.14 Straddle monorail transit depot, stabling yard, main transformer station (high voltage substation) and control center shall be uniformly arranged and share resources with rail transit network.
1.0.15 Surface buildings, e.g. entrances-exits and ventilation pavilions of elevated and ground stations and intervals and underground stations, shall be such designed as to be coordinated with urban landscape and surrounding environment.
1.0.16 Straddle monorail transit shall have as less impact as possible to the surrounding ecological environment. Exhaust gas, waste water and waste discharged from each system shall meet the relevant requirements of the current relevant standards of the Nation.
1.0.17 Vehicles and electromechanical equipment for straddle monorail transit shall be made of mature and reliable products of reasonable technical economy in China, to meet the function requirements and to gradually realize standardization and seriation.
1.0.18 Straddle monorail transit shall be such arranged as to gradually achieve the integrated automation of electromechanical equipment centered on running command and train operation.
1.0.19 Straddle monorail transit shall be equipped with prevention and rescue facilities in case of fire and other disasters.
1.0.20 Straddle monorail transit design shall not only comply with the requirements of this Code but also meet those stipulated in the current relevant standards and codes of the nation.
