1 General provisions
1.0.1 This code is formulated with a view to adapting the design of petrochemical plant layout to the characteristics of long petrochemical industry chain, large production scale of enterprises, and flammable and explosive media, achieving advanced technology, reasonable layout, meeting the requirements of safety, environmental protection, health, energy conservation, etc., and having good social, economic and environmental benefits.
1.0.2 This code is applicable to the design of plant layout for constructed, extended or renovated petrochemical engineering.
1.0.3 In addition to this code, the design of petrochemical plant layout shall also comply with those stipulated in the current relevant standards of the nation.

2 Terms
2.0.1 petrochemical plant
integrated plant consisting of oil refinery, petrochemical work, petrochemical fiber work, etc. which produce, store, and transport various petrochemical products produced with petroleum, natural gas, coal-based syngas and their products as raw materials
2.0.2 plant site selection
selection of area and place satisfying the plant construction conditions
2.0.3 general planning
unified regional overall layout of multiple component projects and collaborative projects of the engineering and comprehensive planning of land use to reasonably determine their position relationship and transportation route according to the natural and social environments in the location of plant site as well as the requirements of urban planning, environmental protection and safety production
2.0.4 plant layout
determination of relative relationship between plant production devices and various facilities as well as their spatial position on the basis of the general planning
2.0.5 plant area
an area consisting of the process devices and various facilities of the plant
2.0.6 production area
an area consisting of process device area, storage and transportation area and facilities that produce or use combustible materials and may emit combustible, toxic and corrosive gases
2.0.7 power and utility facility
a general term for facilities supplying water, electricity, steam, etc. during process production
2.0.8 support facility
necessary facilities that are not process facilities but support the production process
2.0.9 liquid storage area
an area where several storage tank groups are centrally arranged, including the matching pump area, power distribution and fire-fighting facilities
2.0.10 storage facilities
buildings (structures) and storage yards used for storing mass raw materials of production, finished products, semi-finished products, spare products and parts
2.0.11 transportation facility
dedicated railway lines, roads, terminals, trestles, etc. and related facilities and handling machinery arranged to complete specific logistics
2.0.12 administrative facility
facilities arranged for unified administration and production scheduling of whole plant
