1.0.1 To implement the national principle on civil nuclear facility of safety first and the national policy of capital construction, follow the national legislations on the construction of nuclear power plant, unify the design principles and technical requirements for general layout and transportation of nuclear power plant, realize safety and reliability, technical advancement and arrangement rationality, this code is prepared.
1.0.2 This code is applicable to the general layout and transportation design for construction and extension of nuclear power plant.
1.0.3 The general layout and transportation design of nuclear power plant shall implement the principles of land saving and intensivism and shall be carried out in manners of adaptation to local conditions, compact arrangement, rational zoning and improved land use efficiency.
1.0.4 The general layout design of nuclear power plant shall adopt multi-scenario techno-economics comparison and the design scenario shall be determined by selecting the optimal.
1.0.5 The general layout design of extension project shall fully consider, and unify and coordinate the original general layout, production system and operation management.
1.0.6 The general layout and transportation design of nuclear power plant shall comply with not only this code but also the current relevant standards of the state.
2 Terms
2.0.1 Siting
The process selecting the appropriate plant site area for nuclear power plant, including the evaluation on the relevant design basis.
2.0.2 External human factors
Facilities that are manually induced outside nuclear power plant for handling, processing and transporting hazardous articles such as flammable, explosive, corrosive, toxic and radioactive substances, which may damage the nuclear power plant in case of accident

2.0.4 Emergency planning zone
The area which is established around the nuclear power plant, with emergency plan prepared and emergency preparations ready so that actions for protecting the public can be effectively taken without delay in case of nuclear power plant accident.
2.0.5 Plume emergency planning zone
The emergency planning zone established with respect to the plume exposure pathways (external exposure by immersion, internal exposure by inhalation, external exposure by ground deposition).
2.0.6 Planning restricted area
The area immediately adjoining exclusion area, approved by provincial people's government. Mechanical population growth in planning restricted area must be restricted. The construction and extension projects in such area shall be directed or restricted so as to allow appropriate protective measures to be taken in case of accident and emergency.
2.0.7 Exclusion area
The area within some range around reactor, from which inhabitants are strictly excluded; it is under the effective control of the operating party of nuclear power plant, including evacuation of personal and property from this area; highways, railways and waterways are allowed to cross this area provided that they introduce no interference to the normal operation of nuclear power plant; in case of accident, appropriate and effective arrangement may be made and traffic be controlled so as to ensure the safety of workers and inhabitants. In exclusion area, activities unrelated to nuclear power plant are allowed provided having no impact on the normal operation of nuclear power plant and on inhabitants' health and safety.
2.0.8 Physical protection
Protection implemented for the important equipment and materials of nuclear power plant so as to reduce or minimize the risks of damage to important equipment and lost nuclear material in any case.
