1.0.1 This Code is formulated to implement the country’s laws and regulations on safe production, ensure the safety of building demolishing and removing, guarantee safety and health of employees in demolishing operation and people's life and property according to characteristics and building demolishing work.
1.0.2 This Code is applicable to demolishing construction safety and management of industrial and civil buildings, structures, municipal infrastructures, underground projects, ancillary facilities of housing.
1.0.3 The development organization in this Code refers to organization already gained permit for building demolishing and removing or official documents of Planning Department, the construction organization in this Code refers to organization already qualified for blasting and demolishing project and demolishing operation.
1.0.4 Building demolishing project must be constructed by organization with professional contracting qualification for blasting and demolishing; and must not be illegally subcontracted.
1.0.5 In addition to implement those specified in this code, the safety of building demolishing and removing project shall comply with the requirements of current mandatory standards of the state.
2 General Requirements
2.0.1 The project manager must assume leadership responsibility for safe production of demolishing and removing project. The project management department shall designate safety personnel according to relevant provisions to inspect the implementation of each safety technical measure.
2.0.2 The construction organization shall have overall understanding on drawings and information on demolishing and removing project, carry out site survey, formulate construction organization design or special safe construction plan.
2.0.3 Sound seal-off fence and visible warning sign shall be set on the construction area of the demolishing and removing project, the fence shall at least be 1.8m high, non-constructors shall not be allowed to enter the construction area. When the distance between frontage demolishing building and the traffic road is smaller than safety distance, corresponding security isolation measures must be taken.
2.0.4 Emergency response scheme to construction safety accidents must be formulated for demolishing and removing project.
2.0.5 Accidental injury insurance shall be covered for personnel on demolishing operation by the construction organization.
2.0.6 Grade-separated junction operation must not be carried out for demolishing construction.
2.0.7 Overloading or malfunction operation must not be carried out when the operation personnel are using portable machines and tools.
2.0.8 Construction waste in building shall be delivered by sealed refuse chute or refuse bag and shall not be littered downward.
2.0.9 Corresponding fire safety measures shall be prepared according to operating environment on the construction site of demolishing and removing project. Fire lane shall be set aside on construction site, fire water source shall be guaranteed, firefighting equipment shall be sufficiently equipped.
3 Construction Preparation
3.0.1 The development organization and construction organization of the demolishing and removing project shall sign safety production management agreement while signing construction contract to define safety management liabilities of both parties. The development organization and supervision organization shall be responsible for inspection and supervision of the construction safety in demolishing and removing project; the construction organization shall assume direct liability for safety technology management in demolishing and removing project.
3.0.2 The development organization shall subcontract demolishing and removing project to construction organization with corresponding qualification grade. The development organization shall submit, 15 days before commencement, the following information to the competent administrative department for construction of the local people's governments at above the county level for record:
1 Qualification registration certification of construction organization;
2 Description of endangering adjacent buildings due to buildings and structures demolishing;
3 Structure scheme of demolishing construction or special safe construction plan;
4 Measures of Stacking or cleaning up wastes.
3.0.3 The development organization shall provide the construction organization the following information:
1 Relevant drawings and information of demolishing and removing project;
2 Information of on ground and underground buildings and equipment distribution conditions of demolishing and removing project.
3.0.4 Development organization shall be responsible for cutting and migration of various pipelines affecting the safe construction of the demolishing and removing project. Where there exists overhead line or cable line outside the buildings, the relevant department shall be contacted for protective measures and the construction may be resumed only after safety can be ensured.
3.0.5 Where the demolishing and removing project may endanger the safety of neighboring buildings, corresponding protective measures must be taken, personnel inside the buildings must be evacuated and settled.
3.0.6 Before demolishing operation, the construction organization shall inspect pipeline conditions inside the building to ensure their cutting-off.
3.0.7 If unknown object occurs during demolishing and removing, the construction shall be suspended, corresponding emergency measures shall be taken to protect the site and report to the relevant department.
