1.0.1 This code is formulated to meet the construction needs, ensure the design quality of special education schools, and create a school environment that is conducive to compensating the physical defects and rehabilitation of physical and mental health and suitable for all aspects of moral, intellectual and physical development of handicapped children and adolescents.
1.0.2 This code is applicable to the constructed and extended and reconstructed special education schools.
1.0.3 Special education schools shall be planned and designed in the design principles of applicability , safety, comfort and hygiene according to the special requirements of the psychological, physiological and behavioral characteristics of handicapped children and adolescents.
1.0.4 The architectural design of special education school shall not only comply with this code, but also comply with those specified in the relevant current national compulsory standards.
2 Terms
2.0.1 special education school
compulsory education institution specially organized for the handicapped children and adolescents organized by the government, enterprise and institution, social organization, other social organizations and individual citizen
2.0.2 child welfare
social welfare institution set up by the civil affairs department in the city or town, mainly adopting handicapped orphans without dependence and source of income It provides child care and cultural knowledge education for such orphans , and simultaneously help them to receive defect compensation training
2.0.3 special educational class
special educational class for the handicapped children and adolescents held in ordinary primary and secondary schools, medical rehabilitation institutions and social welfare institutions
2.0.4 disability
the person, in psychology, physiology or body structure, losing some organ or function or suffering abnormal organ or function, completely or partially losing the ability to perform certain activity in normal way
2.0.5 school for the blind person
institution providing special education for visual handicapped children and adolescents. In addition to the same educational tasks as ordinary school, it also compensates for visual defects, trains self-care ability and certain labor skills, thus creating conditions for equal participation in social competition
2.0.6 visual handicapped
visual impairment or visual field constriction due to various causes, which resulting in disability in certain work, study or other activities
2.0.7 light perception
the ability of only perceiving the light but cannot distinguish the waving finger 1m in front of the eyes. Most blind people retain residual vision with light perception
2.0.8 mobility orientation
the process for the blind people to use various senses to determine their mutual positional relationship in certain environment and among other objects, training the blind students to act purposefully, safely, effectively and independently in various environments
2.0.9 sensory training
the training on coordinated movement of hands and eyes, as well as reading and writing of the text for children with low vision
2.0.10 sidewalk for the blind
sidewalk paved with fixed-form floor tiles, enabling the visual handicapped to generate different senses of touch, guiding them to walk forward and identify the direction and arriving at the destination
