1.0.1 This standard was developed with a view to standardizing construction of highway engineering.
1.0.2 This standard is applicable to highway construction, reconstruction and extension.
1.0.3 For highway construction, highway functions shall be determined by comprehensive analysis on regional characteristics, traffic characteristics and road network structure, and technical levels and key technical indexes shall be selected according to functions in combination with traffic volume, and topographic conditions, etc.
1.0.4 Favorable overall design is required for highway construction project to make the main works coordinated and supporting with traffic engineering and roadside facilities and give full play to their respective functions and overall function of the project.
1.0.5 Highway construction shall follow the principle of arable land protection and land conservation and shall meet the following requirements while determining the scope of highway land:
1 Land within at least 1m scope outside outer edge of the gutter on both sides of the highway embankment (without gutter, slope toe of embankment or berm) or outside outer edge of the intercepting ditch on cutting slope crest (without intercepting ditch, slope crest) is highway land; if conditions permit, highway land covers the land within at least 3m scope for expressway and Grade I highway, and at least 2m scope for Grade II highway.
2 Land area shall be determined according to actual demand, where adverse geological areas such as sand storm, snow hazard, landslide and debris flow are arranged with protection and improvement area works or areas with special soil such as expansive soil and saline soil are treated.
3 Land area shall be determined according to actual demand, for bridge, tunnel, interchange, separate flyover crossing, grade crossing, safety facilities, service facilities, management facilities greening and other off-line engineering.
1.0.6 Highway construction must follow the national environmental protection and resource conservation laws and regulations and shall meet the following requirements:
1 Environmental protection for highway shall follow the principle of "comprehensive treatment taking priority of prevention over treatment".
2 Greening, beautifying and environmental protection shall be carried out for highway construction according to natural conditions.
3 Environmental impact assessment and water and soil conservation program assessment shall be carried out for expressway, Grade I and Grade II highways and highway construction project with special requirements.
4 Environmental protection design shall be carried out in the areas with fragile ecological environment or in the areas hard to be recovered in short term due to highway construction.
5 Engineering construction resources shall be saved by making the best of highway waste and scrap in highway reconstruction & extension project.
1.0.7 Overall design must be carried out in the principle of overall planning and phased implementation for highway construction by phases which shall meet the following requirements:
1 Advance engineering shall be made the best of in later stage.
2 Expressway section with integral-type cross-section shall not be constructed transversely by breadths or by stages.
3 Expressway section with separate cross-section may be constructed by breadths or by stages; the breadth earlier constructed shall be administrated according to conditions of Grade II highway open to traffic when it is open to traffic as two-way traffic.
1.0.8 During highway reconstruction & extension, demonstration, comparison and selection shall be carried out construction, reconstruction and extension schemes. Reconstruction and extension schemes, if adopted, shall meet the following requirements:
