1.0.1 This Specification is formulated with a view to meet the requirements of the highway construction development, so as to make the asphalt pavement meet the operating requirement and ensure the pavement quality, improve the durability of the engineering.
1.0.2 This Specification is applicable to newly-built and reconstruction design of all levels of highway asphalt pavement, and the special highway may also comply with this.
1.0.3 Asphalt pavement design, including traffic volume measurement, analysis and prediction, material selection, mixture mixing proportion design, test and determination of design parameter, combinational design of pavement structure and thickness calculation, roadway drainage system design and other pavement engineering design; it shall also make technical economy combined comparison on the pavement structure scheme, and then, propose suggested design.
1.0.4 The asphalt pavement of the express highway and arterial highway should not be built by stages. The stretch like soft area or high filling subgrade and loess collapsible area which may have great settlement or the highway with smaller trafficking in the beginning may adopt "once-through design and by-stages construction".
1.0.5 The design of asphalt pavement complies with the following principle:
1 Carry out field data survey and collection work, get done with trafficking load analysis and prediction, and also make pavement design according to the life cycle cost theory.
2 Inquiry and grasp the characteristics of subgrade along the line, find out the soil quality and subgrade dry/moisture type, and also make combined design for the subgrade pavement on the basis of treatment for the disadvantageous geologic stretch.
3 Follow the principles of treatment in accordance with local conditions; reasonably materials selection and resource economize, so as to select a pavement structure plan with state-of-the-art technology, economic feasibility, safety and reliability, and construction convenience.
4 According to local conditions, actively and carefully promote new technologies, new structures, new materials and new processes, and meticulously pave test pavement section, so as to sum up experience, improve constantly and popularize gradually.
5 Comply with the relevant provisions on the national environmental protection, so as to protect the safety and health of related personnel, attach importance to material recycling and waste materials processing.
1.0.6 This Specification targets a certain commission precondition and conditions of application, while the specific design shall be combined with engineering practice, and rationally used in the premise of ensuring the quality of the engineering quality.
1.0.7 As for the pavement structure in such special areas as permafrost, deserts, saline soil and expansive soil, the characteristics of local climate, hydrology, soil quality and material shall be considered, and then, the pavement structure shall be designed combining with practical experience on the basis of this Specification.
1.0.8 The pavement design shall not only comply with those specified in this Code, but shall also comply with relevant current national standards and codes.
