1.0.1 This Rules is formulated to ensure the maintenance operating personnel's safety, the equipment satety and the safe operation of vehicles, and to standard the safety management and operations for maintenance engineering.
1.0.2 This Rules is applicable to the maintenance work for third-grade highway or above; it can be taken as reference for fourth-grade highway.
1.0.3 Basic requirements
1 Prior to the maintenance work, safety control plan shall be formulated and submitted to relevant department for approval in combination with the construction organization design.
2 The organization for maintenance work shall, according to the national regulation, establish Safety Management Department, allocate full-time or part-time safety management personnel and carry out safety training and education for maintenance operating personnel.
3 The maintenance operating personnel must receive safety technical education and observe all the safety technology operation regulation
4 The highway administration organization or operating organization shall strengthen the management of the safety work for maintenance and the highway authorities shall supervise and inspect the safety work for maintenance.
5 The safety devices for maintenance work shall be in good working state all the time. Before the completion of maintenance work, nobody is allowed to withdraw or change the location of safety devices and extend or narrow the control areas at will, so as to ensure the validity of safety control in the traffic control zone for maintenance work.
1.0.4 Besides this Rules, the safety work for highway maintenance shall also meet the relevant national regulations.
