1.0.1 This standard is formulated with a view to implementing the prevention-first policy in seismic working; reducing the earthquake damage of highway engineering; guaranteeing the safety of people's property and life; reducing economic loss, exerting the function of road transportation, especially in seismic disaster relief.
1.0.2 This standard is applicable to the aseismic design of highway engineering in regions which the basic aseismic intensity is 7~9 degree, specified in "China Seismic Intensity Zoning". special study shall be conducted for the aseismic design of the highway engineering located in the region which the basic intensity is higher than 9, and simple defense set-up may be arranged for the highway engineering located in the region which the basic intensity is 6, except specially required by the country.Upon the examination and approval of the related administration, the aseismic design shall be conducted for the highway engineering in the region with seismic zoning. The intensity recheck or seismic risk analysis should be conducted for the site of the grand bridge of special importance. The aseismic design of houses along the road line shall comply with the requirements of the current national aseismic design code for industrial and civil buildings.
1.0.3 In case the earthquake effect with corresponding basic intensity occurs, the highway engineering designed according to the requirements of this standard shall meet the following requirements: expressway and Class I highway engineering in common section can serve normally after general repair; Class II highway in common section and expressway and Class I highway engineering located on soft clay soil layer or liquefaction soil layer can restore to use after short term emergency repair; as for Class III and Class IV highway engineering, Class II highway located on seismic hazardous section, and soft clay soil layer - liquefaction soil layer, as well as expressway and Class I highway engineering located on seismic hazardous section, the bridge, tunnel and important structured shall not suffer from severe damage.
Note: seismic hazardous section refers to the section with or nearby fault and the sections with possibility of large scale slide, collapse, bank slope sliding, etc.
1.0.4 The earthquake action on structures shall be corrected according to Table 1.0.4 on the base of road class, structure significance, and restoration (emergency repair) hardness.
