1.0.1 This Code is formulated with a view to unifying technical requirements for design and construction of channel regulation works, enhancing technology level of channel regulation, exerting effective control on works quality and achieving economy and rationality, safety and reliability of this works.
1.0.2 This Code is applicable to channel regulation design and construction of natural river, lake area and reservoir area.
1.0.3 Channel regulation shall comply with the requirements of general planning and be in harmony with flood control, power generation, irrigation and drainage, environmental protection, urban construction and port development etc. in the basin.
1.0.4 Channel regulation shall be subjected to field investigation so as to sufficiently master such information as topography, geology, hydrology and meteorology. Fluvial process shall be analyzed in depth. Where necessary, it shall be demonstrated via simulation study.
1.0.5 The channel regulation works with long river reach and complex and varying shoal and rapids shall be subjected to field observation during construction period. In case of any changes in bed topography and flow conditions of the regulation reach, parts incompatible with the original design shall be partially adjusted.
1.0.6 Design and construction of channel regulation works shall not only comply with this Code, but also meet the requirements of relevant national current laws, regulations and standards.
2 Terms
2.0.1 Natural river channel
The channel in free water consisting of runoff reach and tidal estuarine reach.
2.0.2 Estuarial channel
Tidal estuarine channel consisting of estuarine river-flow reach, estuarine river-flow reach and estuarine tidal current reach.
2.0.3 Drift angle of navigation
The included angle between longitudinal axis of ship or fleet and course line.
2.0.4 Channel in port area
A generic term for main channel, approach/departure channel and inbound/outbound anchorage channel in port area.
2.0.5 V-shaped dike for bar stabilization
Regulating structures built at the head of the central bar in the branching channel, mainly for fixing and heightening the bar.
2.0.6 V-shaped dike for bar protection
Regulating structure built immediately close to the head of central bar mainly for protecting the head of the central bar from erosion.
2.0.7 V-shaped dike for diversion
Regulating structure built at central bar or its head mainly for adjusting and controlling diversion ratio and ratio of sediment distribution.
2.0.8 Compound shoal and rapids
Two or three kinds of shoal, rapids and hazardous rapids with navigation-obstructing characteristics existing in the same rapids reach.
3 Basic Information
3.1 General Requirements
3.1.1 Collection, analysis and processing of basic information shall be conducted according to the requirements for different stages of capital construction procedures for the channel regulation works.
3.1.2 Basic information shall include information required for such stages as preliminary feasibility study, engineering feasibility study, preliminary design, construction drawing design and construction. Information required for next stage shall be supplemented and deepened on the basis of available information at previous stage.
3.1.3 Collection of information required for stages of channel regulation works shall meet the relevant requirements of current documents Preparation Method for Feasibility Study of Inland Navigation Construction Projects, Preparation Method for Preliminary Design Documents of Inland Navigation Projects and Preparation Method for Construction Drawing Design Documents of Inland Navigation Projects.
3.1.4 Technical information such as hydrological, meteorological, topography and geological information required for channel regulation works shall be collected and processed according to the requirements of current national standards.
3.1.5 For Grade V channel regulation works or below, where the construction requirements are met, collection of basic information may be properly simplified.
3.2 Pre-feasibility Study Stage
3.2.1 Collection of natural information shall include the following contents:
(1) Hydrological information such as series of water level and discharge and characteristic value;
(2) Meteorological information such as rain, wind, air temperature and fog;
(3) Geological information such as geological structure of river bed and bank slope, seismic intensity and river bed overburden;
(4) Sedimentary information such as suspended load and bed load;
(5) Information such as tide, wave, salinity and theoretically lowest tide level of tidal reach;
(6) Information such as freezing period of seasonally frozen river and number of days of navigation pauses.
3.2.2 Collection of channel information shall include the following contents:
(1) Basic characteristics of channel, types and distribution of key shoal and rapids, fluvial process, navigation-obstructing characteristics and regulation history, waterway maintenance scale, navigational aids/navigation facility and maritime conditions etc.
(2) Topographic map of regulation river reach and key shoal and rapids;
(3) Available experimental research achievements.
3.2.3 Collection of economic operation information shall include the following contents:
(1) Social economy and transportation status of the hinterland and ship transportation development requirements and development program of large industrial and mining enterprises;
