1.0.1 This code is formulated for implementing the relevant national laws, regulations and technology policies, unifying the energy-saving design standard of port and waterway engineering, improving energy efficiency.
1.0.2 This code is applicable to the energy-saving design of newly-built and expanded port, navigation structure and navigating mark engineering; reconstruction engineering shall also comply with it.
1.0.3 The energy-saving design of port and waterway engineering shall not only meet the requirements stipulated in this code, but also comply with those in the current relevant ones of the nation.
2 Basic Requirements
2.0.1 Engineering project design of port and waterway engineering shall be started from overall situation and given overall consideration; new technology, new material, new process and new equipment of energy conservation shall be adopted actively.
2.0.2 Energy consumption category and quantity, energy consumption amount of mainly industrial arts and equipment, unit consumption of energy index, energy conservation measures taken and so on of design of port and waterway engineering construction project shall be regarded as the important contents of energy-saving design.
2.0.3 Energy conservation shall be regarded as the key factors for comparison and selection of design program of port and waterway engineering construction project to compare and assess energy consumption indexes. If conditions permit; the program with high energy efficiency shall be selected.
2.0.4 Energy utilization facilities for production, auxiliary production and living in port and waterway engineering construction project shall be equipped with energy measurement tools.
2.0.5 If conditions permit, production and living energy of port and waterway engineering shall be renewable energy.
3 General Layout of Port
3.0.1 Harbor siting shall be convenient for intermodal transportation and logistics service.
3.0.2 The layout of harbor area wharf, warehouse field, road, harbor basin, navigation channel and anchorage area shall be good for reducing comprehensive energy consumption of vehicles and ships.
3.0.3 The layout of harbor water area shall meet the following requirements.
3.0.3.1 The layout of wharf, harbor internal water field, breakwater and harbor entrance shall be convenient for berthing and un-berthing operation of ships.
3.0.3.2 Access channel should be suitable and straight; the included angle with water flow and wave direction should not be oversize.
3.0.4 The layout of port land area shall meet the following requirements.
3.0.4.1 Port land area shall be arranged reasonably combining natural conditions and technological process of cargo handling and taking comprehensive consideration of factors such as reducing the interference between cargo flow and stream of people and shortening shipment distance.
3.0.4.2 Port land area shall be in accordance with function division. Functional areas shall be arranged densely and properly in interior, and in harmony with nearby functional areas.
3.0.4.3 Land area and wharf vertical elevation design shall reduce land formation excavation amount and backfilling amount under the premise of meeting the requirements of elevation connecting, flood prevention, draining, transportation and energy conservation etc..
3.0.4.4 The layout of port front door or water-gate shall be good for shortening running distance of vehicles.
3.0.5 The layout of port road shall meet the following requirements.
3.0.5.1 Port road shall be arranged combining topographic condition and vehicular traffic requirements according to the guideline of suitable plane, reasonable vertical and horizontal gradient and trouble free draining.
3.0.5.2 The layout of port road shall be in harmony with railways, pipelines and other buildings; the layout of main road shall avoid grade crossing with busy railways.
3.0.5.3 Port road shall be arranged in ring form.
3.0.5.4 The setting of port road traffic sign and graticule shall be concise and distinct.
3.0.6 Work boat wharf should be arranged near service targets and also given consideration to the utilization of propinquity engineering and follow-up engineering.
3.0.7 Temporary construction wharf and its field zone should be arranged near project area and also given consideration to the utilization of propinquity engineering and follow-up engineering.
