This standard specifies the terms and definitions of veterinary laboratory biosafety management, basic requirements for establishment and operation of biosafety management system, compilation principle of emergency disposal plan and basic requirements for safety and security, biosafety report and continual improvement.
This standard is applicable to all veterinary laboratories within the territory of the People's Republic of China.

3 Terms and Definitions
For the purposes of this document, the following terms and definitions apply.
3.1 accident
unforeseen circumstances causing death, disease, harm, damage or other losses
3.2 continual improvement
the process of continuously facilitating and improving biosafety management ability and safety assurance according to biosafety policy
3.3 hazard
sources or states that may cause death, harm or disease, property loss, working environment destruction or their combination
3.4 biological safety
microorganism and bioactivator
3.5 hazard identification
the process of identifying potential hazard and determining its characteristics
3.6 incident
the conditions causing or possibly causing accident
3.7 veterinary laboratory
laboratory engaged in teaching, research and use of animal pathogenic microorganism and parasite, as well as clinical diagnosis and treatment of veterinary and quarantine monitoring of epidemic disease
