1. General outline
1.0.1 This revised edition is issued according to the requests from "Management of Environmental Protection to Construction Projects " and "Environmental Protection Stipulations to the Design of Construction Project", with the purpose to follow up the " Environmental Protection Law in P.R.China" when designing the petrochemical projects.
1.0.2 This design code is applied to the designing of petrochemical projects which to be newly built, extended or revamped.
1.0.3 The environmental projection design of petrochemical plants should be done as an overall plan to decrease the waste discharging, treat and separate pollutants accordingly, control by various stages, utilize comprehensively and treat efficiently. In this way the purpose of pollution treatment respectively environmental protection can be reached.
1.0.4 The environmental protection designing must be carried out same time with major project design. The production process without confirmed pollution treatments can not be taken into the design.
1.0.5 In addition to execute as per this code, The project design is also requested to meet the requirements from other relevant standards issued by petrochemical industry, central and local governments.
2. Requirements to the initial stage and separate design period
2.0.1. A brief description regarding to possible environmental influence should be stated in the project proposal with regards to the specified project nature, capacity, discharging substances and environmental status of construction area.
2.0.2 The chapter of environmental projection in the feasibility study report (FSR) should be edited in line with the "stipulations to the FSR of petrochemical project".
2.0.3 The chapter of environmental protection in the preliminary design should be edited in line with "Stipulations to- the Content of Preliminary Design of Petrochemical Plants". If the project is to be constructed in large scale, this chapter should be separated as an individual booklet.
2.0.4 Design of working draws should be carried out as per the approved chapter of "Environmental Protection Requirement for the Preliminary Design".
