1. 0. 1 This Code is formulated with a view to unify the technical standards for railway signal design, and to comply the design with the requirements of safety and usability, of advanced technology and of economy and rationality.
1. 0. 2 This Code is applicable to the engineering design of railway signal system for the railway network with I/II level standard gauge track, along which the freight trains and passenger trains are jointly running at the speed of 160 km/h(passenger train) and of 120 km/h(freight train) or lower.
1. 0. 3 The display modes of all types of signals and indicators shall comply with the provisions of Regulations of Railway Technical Operation (RRTO) of the current edition.
Application of any other display modes beyond RRTO must firstly be permitted by Ministryof Railways (MOR).
1. 0. 4 The designed phases can be defined to short run phase and the long run phase. The short run phase is ten years after the system is handed over for revenue operation. The long run phase is twenty years after the handover. The predicted transportation
volume is adopted for both phases.
1. 0. 5 The design work of a signal project shall consider adopting the diversified technology and equipments in different levels based on the transportation capability requirement and the economic development level, and after the economics-technology comparisons.
1. 0. 6 During the design of automatic block, the best operation effect shall be achieved by actively considering the traffic capacities of sections, stations and railway junction comprehensively and by coordination among them.
1. 0. 7 Up-to-date traffic dispatching commanding systems and train operation control techniques shall be actively adopted for railway signal engineering designs to improve transport efficiency and ensure safety transportation.
1. 0. 8 The computer network technology shall be adopted in railway signal engineering designs, providing necessary information to transportation management systems.
1.0.9 In the signaling reconstruction design, the existing equipments and facilities complied with the rebuilding conditions shall be adequately utilized according to their quality, service life, degree of safety and reliability etc.
1. 0. 10 Signal equipment shall not be located within railway construction clearance
(including the widen area of the structure gauge in a turn section) . For the signal equipment directly interacted with rolling stocks, stipulated scope shall not go beyond in service. For distance between the fixed signal facility located at the upper part of tracks and the rail surface, possible variation for elevation of the extra rail surface shall be taken into consideration.
1. 0. 11 As for railway signal systems and circuit designs related to the safety of train
operation, the requirements of fail-safe principle must be satisfied.
1. 0. 12 The requirements of the operational maintenance management shall be taken into account in railway signal engineering designs.
