1 General Provisions
1.0.1 This Code is formulated to ensure the constructional quality of railway communication and unify the requirements on construction and acceptance of railway communication engineering.
1.0.2 This Code is applicable to construction and acceptance of standard gauge railway communication engineering.
1.0.3 The communication engineering (including transition engineering) must be constructed in accordance with the approved design documents; any alteration to the design document, if any, shall comply with the requirements of the current design alteration settlement issued by the Ministry of Railways.
1.0.4 The equipment and materials used in the communication engineering shall meet the requirements of the standards and technical specifications of the country and the Ministry of Railways, and have quality certificates. The equipment shall have nameplate, and the products not approved by appraisal shall not be used. New materials that no professional standard/code applies must pass the technical evaluation of the related department. Imported equipment and materials shall meet the requirements of the equipment procurement contract.
1.0.5 New technology or process, if adopted in the construction, shall be approved by the competent department; for which, the quality standard and process requirements not lower than the level specified in this Standard must be formulated.
1.0.6 The construction shall ensure the safety and punctuality of the railway transportation, and reduce the disturbance on the railway transportation. The relocation, cut-over, rerouting and replacement of the communication equipment shall be approved by the related department and minimized out-of-commission range and duration. The construction of the operation communication equipment shall comply with the relevant requirements.
1.0.7 The construction organization shall carried out the on-site construction investigation and develop the construction organization plan prior to the construction.
1.0.8 After the engineering is completed completely or by phases and in lots, the hand-over acceptance shall comply with the current hand-over acceptance method for railway capital construction projects and the relevant requirements.
1.0.9 Prior to the completion acceptance, the construction organization shall submit the project completion report and quantity sheet in quadruplicate, as well as as-built drawing, test record and original record.
1.0.10 During the construction, the development organization shall appoint the engineering supervisor to do follow-up inspection for concealed works, and sign the "Records of Concealed Works" for the accepted concealed works. Upon the concealed works pass the follow-up inspection, no inspection on them but the inspection on the "Records of Concealed Works" needs be carried out in the final acceptance.
1.0.11 The construction and acceptance of railway communication engineering shall meet the requirements of the current related compulsory standards of the country besides this Code.
