Article 1 This Regulation is formulates according to the relevant requirements of Regulations on Safety Supervision over Special Equipment and Regulation on Safety Supervision over Cranes in order to strengthen management on cranes manufacture supervision inspection, standardize supervision inspection conduct and ensure supervision inspection quality.
Article 2 The manufacture supervision and inspection (hereinafter referred to as manufacture supervision inspection) in this Regulation refers to supervision verification on safety performance of product made by the inspection and detection organization (hereinafter referred to as supervision inspection organization) approved by General Administration of Quality Supervision, Inspection and Quarantine (hereinafter referred to as the GAQSIQ) based on qualified quality inspection (hereinafter referred to as self-checking) carried out by cranes manufacturing unit (hereinafter referred to as manufacturing unit) in the onsite manufacturing process of cranes.
The self-checking of manufacturing unit can't be replaced by manufacture supervision inspection.
Article 3 The crane products shall be carried out with manufacture supervision inspection one by one.
See Annex A for list of cranes catalogue carried out with manufacture supervision inspection.
Article 4 The products supervised and inspected by supervision inspection organization shall be within the announcement range of manufacturing license of manufacturing unit and its file of Category test (excluding cranes manufactured abroad and used at home).
The model crane with Category test shall also be carried out with manufacture supervision inspection according to the requirements of this Regulation.
Article 5 When the manufacturing unit manufactures cranes on site, it shall apply for manufacture supervision inspection implemented by monitoring organization authorized by local provincial technical supervision department according to relevant requirements.
Article 6 The technical requirements for manufacture supervision inspection shall be in accordance with relevant crane safety technical codes of "Safety Rules for Lifting Appliances" (GB 6067—1985) and Design Rules for Cranes (GB 3811—1983) as well as quoted standard and design drawing.
