Article 1 "Examination Requirements for Safety Administrator and Operator of Pressure Vessel" (hereinafter referred to as "the Examination Requirements") are formulated in accordance with the requirements of "Regulations on Supervision and Administration for Special Equipment Operators" and "Examination Rules for Special Equipment Operators" with a view to regulating the examinations for pressure vessel safety administrators and operators and guaranteeing safe operation of pressure vessels.
Article 2 Pressure vessel safety administrators and operators refer to the personnel who work in the pressure vessel using unit within the scope specified by "Regulations on Safety Supervision for Special Equipment", undertake pressure vessel safety technology and safety management and directly undertake operation, and whose management and operation actions may affect safe operation of pressure vessels. The examinations for pressure sealing operator, medical oxygen cabin maintenance and management operator and gas cylinder filling operator shall comply with the corresponding examination requirements.
Article 3 Pressure vessel operators shall be divided into two categories: stationary pressure vessel operator and transportable pressure vessel operator; and pressure vessel safety administrator may not be divided by categories.
The stationary pressure vessel operators for safe operation who need obtain "License for Special Equipment Operating Personnel" shall be determined by the pressure vessel using unit, but the pressure vessel using unit must ensure that the shift (team) head and the pressure vessel operator each shift (team) shall hold "License for Special Equipment Operating Personnel" during the equipment operation period.
The operators who work with mobile air compressor accumulator in simple pressure vessel and vehicle vessels need not obtain "License for Special Equipment Operating Personnel".
Article 4 The safety administrators shall have the following conditions:
(1) The applicants shall be at a age of 20 (years) or older, and not older than 60 for males, or 55 for females;
