Article 1 This regulation is formulated according to "Special Equipment Safety Law of the People's Republic of China" and "Regulations on Safety Supervision of Special Equipment" to standardize the supervision inspection for pressure vessels.
Article 2 This regulation stipulates the following safety technical regulations which require carrying out the supervision inspection work (hereinafter referred to as supervision inspection) for the pressure vessel manufacturing, assembling, remaking and significant repairing:
(I) "Supervision Regulations on Safety Technology for Stationary Pressure Vessels" (TSG R0004);
(II) "Supervision Regulation on Safety Technology for Transportable Pressure Vessel" (TSG R0005);
(III) "Nonmetal Pressure Vessels Safety and Technical Supervision Regulation" (TSG R0001);
(IV) "Simple Pressure Vessels Safety and Technical Regulations" (TSG R0003);
(V) "Super-high Pressure Vessel Safety and Technical Supervision Regulation" (TSG R0002);
(VI) "Safety Management Regulation for Medical Oxygen Chamber".
Article 3 Manufacture supervision inspection is applicable to the manufacture of the following products:
(I) Pressure vessels to be delivered in an integral or segmented (laminated) status;
(II) On-site assembled and welded (spliced) or on-site manufactured pressure vessels;
(III) Heads for pressure vessels;
(IV) Separately delivered pressure parts of pressure vessels which are connected by means of welding process.
Article 4 The assembly supervision inspection is only applicable to that of medical oxygen chamber.
Article 5 Remaking and significant repairing supervision inspection are applicable to the following conditions:
(I) Remake that changes the structure of main pressure parts or changes the application conditions (operation parameter, filling medium and purpose), and requires to carry out pressure-tight test;
(II) Significant repair that includes the replacement, distortion rectification, patching of main pressure parts and repair welding of butt joints of the shell, and requires carrying out post-weld heat treatment or pressure-tight test.
Article 6 Supervision inspection for nonmetal and nonmetal lined pressure vessels shall be in accordance with Appendix A of this regulation; supervision inspection for medical oxygen chambers shall be in accordance with Appendix B of this regulation; supervision inspection for underground gas storage well shall be accordance with Appendix C of this regulation; supervision inspection for import pressure vessels shall be in accordance with Appendix D of this regulation; supervision inspection for batch-manufactured pressure vessels shall be in accordance with Appendix E of this regulation.
The provisions in Chapters 1 and Chapter 2 of this regulation are applicable to the periodical supervision inspection work of pressure vessels stated in preceding clause, and those separately specified in appendices shall follow the requirements.
Article 7 Supervision inspection of pressure vessels shall be carried out in the manufacturing, assembling, remaking and significant repairing process of pressure vessels. Supervision and inspection is the process supervision carried out by the manufacturing, assembling, remaking and repairing organizations of pressure vessels (hereinafter referred to as the inspected organization) on the basis of acceptable quality inspection, check and test, and is the conform verification meeting the basic safety requirements. Supervision inspection work shall not take the place of self-inspection of the inspected organization.
Article 8 Supervision inspection for pressure vessels includes the following contents:
(I) Through review, inspection and witness over relevant technical documents and procedures that affect the basic safety requirements, carry out conformance verification over the manufacturing, assembling, remaking and significant repairing process of pressure vessels undertaken by the inspected organization as well as results for whether they meet the requirements of safety technical regulations or not;
(II) Carry out inspection and evaluation over the implementation conditions of quality assurance system of the inspected organization.
