1.0.1 This set of power sector standard is especially established in order to improve quality management of electric equipment installation, specify and unify tables, promote improvement of installation quality and meet the demand of checkout, acceptance and quality evaluation.
1.0.2 This specification is applicable to electric equipment installation of power generation project with unit capacity 200MW and above as well as 110kV and above power transformation project.
The installation of imported or introduced electric equipment, power generation project with unit capacity below 200MW and below 110kV power transformation (distribution) project may be carried out by referring to it.
1.0.3 The electric equipment installation shall be prepared with quality checkout and evaluation scope for undertaken project by construction organization according to project condition and Chapter 2 and Chapter 3 of this general rules. The supervision organization shall check and summarize checkout and evaluation scope of project quality prepared by each construction organization, and then shall implement after confirmation of development organization.
1.0.4 The projects not conforming to those listed in Table 2.0.2 of Chapter 2and Table 3.0.2 of Chapter 3 in electric equipment installation projects may be increased or decreased. The project number in checkout and evaluation scope of project quality for increased or decreased projects may be of continuous number or lacking number, but the original number shall not be changed.
1.0.5 All-level quality checkout personnel above team of development organizations, supervision organizations and construction organizations shall work with qualification certificate consistent with checkout profession and in application validity period.
1.0.6 All-level quality checkout personnel shall strictly enforce Specifications for Construction and Acceptance of Electrical Apparatus Installation Work, relevant national standards, professional standards and this series of standard; carry out checkout, acceptance and evaluation for project quality, and shall be responsible for the checked and evaluated projects.
1.0.7 The quality checkout of electric equipment installation shall be carried out according to the subitem project, subsection project and unit project listed in Table 2.0.2 of Chapter 2 and Table 3.0.2 of Chapter 3 of this general rules.
——The subitem project shall be of qualified checkout and evaluation, and then the subsection project may be checked and evaluated.
——The subsection project shall be of qualified checkout and evaluation, and then the unit project may be checked and evaluated.
1.0.8 After construction completion, the subitem project may only be carried out with quality checkout and evaluation step by step according to checkout and evaluation scope in Table 2.0.2 of Chapter 2 and Table 3.0.2 of Chapter 3 of this general rules after qualified self checking by team.
1.0.9 The construction quality of subitem project shall be checked according to checkout standard and checkout method in Part 2-Part 17 of this series of standard; the checkout content and checkout result shall be filled in Table 4.0.1 of Chapter 4 of this general rules for quality evaluation, and then for signature and acceptance.
1.0.10 The construction quality checkout of subitem project only sets "qualified", and must be qualified.
1.0.11 If all checkout results of checkout items for subitem project reach quality standard, this subitem project shall be judged as "qualified"; for few non "Major" checkout items difficult to reach quality standard even through constructor effort owing to equipment reason, the construction organization shall propose the written report, and this checkout item may not participate in quality evaluation after confirmation of supervision and development organizations, and may not affect the quality acceptance and evaluation of this subitem project, but "quality checkout result" column shall be indicated. The written report shall be attached back of checkout and evaluation table for this subitem project.
1.0.12 The construction quality checkout of subitem project under one of the following conditions shall not be carried out with acceptance and evaluation:
1 Not all checkout results of checkout items reach quality criteria.
2 The design organization and the manufacturer have data requirement for quality criteria, but the measured data is not filled in the checkout result column.
3 The signature of quality inspection personnel is not complete.
1.0.13 All-level quality inspection personnel must be carried out with earnest checkout, acceptance and evaluation for subitem project quality.
1.0.14 Except no load test run of motor, the quality checkout and evaluation table of subitem project should be filed and preserved by construction organization for future reference, and may not turn over to development organization.
1.0.15 The subsection project quality only sets "qualified" and shall meet the following requirements:
1 The quality acceptance and evaluation of subsection project shall be filled earnestly with quality acceptance and evaluation table of subsection project according to those specified in Article 4.0.2 of Chapter 4 of this general rules, shall be carried out with quality evaluation, signature and acceptance.
2 All quality checkout and evaluation for subitem project shall be qualified.
3 The checkout results of checkout items in equipment, system electrification or test run subsection project shall meet the requirements; the electrification or test run shall be normal.
4 The conclusion made by all-level quality inspection personnel for electrification or test run result shall be exact, and shall be signed and accepted.
1.0.16 The quality acceptance and evaluation table for subsection project shall be arranged and filed as required and handed over to development organization.
1.0.17 The unit project quality sets two grades as "qualified" and "good"; the checkout and evaluation shall be carried out according to the content of quality acceptance and evaluation table for unit project in Article 4.0.3 of Chapter 4 of this general rules.
1 If the quality acceptance of unit project is provided with the following conditions, it shall be judged as "qualified":
1) All quality checkout and evaluation for subsection project items shall be qualified.
2) The equipment, system electrification or test run shall be normal and shall have been signed and accepted.
3) The check result for information of this unit project according to those specified in Article 5.0.1 of Chapter 5 of this general rules shall be of complete information and signature.
2 If the quality acceptance of unit project is provided with the following conditions, it shall be judged as "good":
1) All quality checkout and evaluation for subsection project items shall be qualified.
2) The power incoming of distribution equipment shall be of primary success.
3) The equipment, system electrification or test run shall be normal and shall have been signed and accepted.
4) The information of this unit project shall be checked according to those specified in Article 5.0.1 of Chapter 5 of this general rules, and the check result shall be of complete information, accurate data, complete signature and strong check.
5) No serious equipment damage caused by construction reason.
6) No serious equipment damage accident owing to earthing or short circuit.
7) No motor burning accident during no load running process of motor.
8) No serious equipment damage owing to electric reason during by-part test run process.
1.0.18 If having divergence for construction quality checkout result, all-level quality inspection personnel have the right to ask repeat checkout. All-level relevant quality inspection personnel shall participate in repeat checkout. The repeat checkout result shall be taken as final checkout result.
1.0.19 The quality checkout, acceptance and evaluation of subitem project, subsection project and unit project shall achieve accurate checkout data, exact checkout conclusion, complete information and complete signature.
