1 Scope
This Part specifies the contraction quality inspection, acceptance and unit project quality evaluation for the civil construction engineering of fossil fuel power plant.
This Part is applicable to the contraction quality inspection, acceptance and unit project quality evaluation for the civil construction engineering of fossil fuel power plant of unit capacity below 1000 MW (including). This Part may be implemented by reference for the contraction quality inspection, acceptance and unit project quality evaluation for the civil construction engineering of gas turbine power plant, waste to energy system and substation below 1000 kV (including).

3 General Provisions
3.0.1 This Part was formulated with a view to standardizing the construction quality inspection, acceptance and unit project quality evaluation for civil construction engineering of fossil fuel power plant, strengthening engineering construction quality management and control, as well as ensuring engineering quality.
3.0.2 This Part was formulated in accordance with the requirements of the current laws and regulations, administrative standards and technical standards related to project quality of the nation and relevant professional standards in electric power industry. In this Part, the compulsory provisions quoted from the national standards and relevant professional standards are marked with “☆”.
3.0.3 The construction quality inspection, acceptance and unit project quality evaluation for the civil construction engineering of fossil fuel power plant shall not only meet the requirements of this standard but also comply with those specified in the current relevant compulsory ones of the nation.
3.0.4 Engineering construction quality inspection, acceptance and unit project quality evaluation shall be carried out on the basis of the self-inspection and evaluation conducted by the construction organization; concealed engineering shall be accepted by the organizations concerned informed by the construction organization prior to the concealing and acceptance documents shall be formulated; test blocks, specimens and materials related to the structure safety shall be subjected to the evidential testing according to the requirements; engineering appearance quality shall be jointly confirmed by the accepters through on-site inspection.
3.0.5 Personnel and witness sampling personnel of Parties concerned shall be qualified to participate in the engineering construction quality acceptance; laboratories shall be qualified to undertake the civil construction engineering test and detection, so shall the organizations or institutions relevant to structure safety and function test and detection.
3.0.6 The quality acceptance for civil construction engineering of fossil fuel power plant shall be divided into unit (subunit) project, subsection (sub-subsection) project, subitem project and inspection lot.
3.0.7 Inspection lot is an inspection body, consisting a certain quantity of samples, collected for inspection according to the same production conditions or required modes, which may be divided as storey, construction section and deformation joint according to the requirements of construction and quality control as well as professional acceptance. The quality of inspection lot shall be accepted according to dominant item and general item; the acceptable quality of inspection lot shall meet the following requirements:
