1.1 This guide is established based on the P.R.C. Product Quality Law, quality control and supervision related documents of State Council and State Bureau of Technical Supervision, GB/T19000-ISO9000 series standard, Interim Provisions on Quality Supervision of Large Electric Power Equipment jointly issued by Ministry of Electricity and Ministry of Machinery Industry, and General Provisions on Factory Inspection of Hydroelectric Generating Set Equipment Issued by Ministry of Energy, and to carry through with the spirit of “Project’s legal person responsibility system”, adapt to the developments of social market economy and demands of electric power users and to make the supervision more standardized, normalized and more operational.
1.2 The purpose of supervision is to assist and facilitate the manufacturer in guaranteeing the quality of products, clear away frequently appeared and occurred, and repeated quality problems, thus to remove the flaws of products before they are delivered out of factory, and prevent unacceptable products from being delivered.
1.3 This guide is only applicable to the quality supervision of the contracted product manufacturing in a contract environment (including cooperation parts and outsourcing products), but it will not replace the quality supervision and quality acceptance on the products’ arrival on the construction site by national or industry charging department.
1.4 This guide is applicable to users' supervision in manufacturers of home-made large power equipments including the establishment, expansion, reconstructed project of thermal power, hydroelectric power, power transmission and transformation, cogeneration, and so on. For mid- and small equipments, it may be referred to in the implementation.
1.5 This guide carries through the principles of Project's Legal Person Responsibility System. In a contract environment, the equipment users choose the supervision mode and supervision unit by themselves. The contract (including manufacturing supervision agreement) signed between the users and the manufacturers will be taken as evidence. Equipment manufacturing supervision contents shall be in detail and specific, including the items of supervision, mode, outline, the facilities provided by manufacturer for the supervising staff such as working conditions and related technical information. It shall be included in the equipment contract or in the form of contract annex.
1.6 The manufacturing supervision by the user is based on the technical management and quality system operation of the manufacturer, and assists manufacturer in discovering problems so that improvement can be made timely. Manufacturing supervision will not supersedure the responsibilities of the manufacturer’s self examination, neither will it substitute user's final test on the contracted equipments. Manufacturer assumes the comprehensive responsibility of the quality and performance of equipments all the time.
