This standard specifies the quality supervision requirements of power equipment during manufacturing process, and proposes guiding opinion for supervision content and witness manner of power equipment.
This standard is only applicable to the supervision for manufacturing process of electric power equipment according to contract (containing cooperation parts and outsourcing products), including construction, extension and renovation projects as thermal power, hydroelectric power, wind generated electricity, power transmission and transformation and combined thermal power generation, quality supervision not replacing national or professional executive department as well as quality acceptance of equipment after approaching construction site. The nuclear power conventional island and BOP equipment may refer to this standard.

3 Terms and Definitions
The following terms and definitions are suitable for this standard
3.1
User
It refers to project legal man of buyer signing delivery contract of equipment.
3.2
Client
It refers to the user or the legal agent that representing the user to implement the buyer function of equipment delivery contract and Party A signing service contract of equipment manufacturing supervision.
3.3
Manufacture
It refers to the legal person organization of the seller signing equipment delivery contract, including sub-contractor and sub-supplier.
3.4
Manufacturing supervision
It refers to the supervision for the quality of equipment manufacture process by equipment supervision organization with client entrustment according to delivery contract, national relevant regulations, rules and technical standards.
3.5
Hold point H point
It refers to important procedure node, acceptance point of concealed work and critical test or acceptance point of non-repeatable test.
Note: the user and/or manufacturing supervision representative must participate in the hold point project, and the next procedure may be carried out after field inspection approval.
3.6
Witness point W point
It refers to supervision and inspection for certain process during product manufacturing process in site.
Note: the manufacturing supervision representative (or joint participating of user and manufacturing supervision representative) shall carry out field supervision and inspection for test and inspection process of manufacture in site, and sign and confirm those meeting the requirements.
3.7
Record point R point
It refers to consult the information provided by manufacture as raw materials of equipment of relevant contract, elements and components, outsourcing and cooperation parts as well as inspection and test record information during manufacturing process.
Note: the manufacturing supervision representative shall sign and confirm the qualified information
