This Code has stated the fundamental principles on the power system relaying protection and security automatic equipment. These principles shall be executed by related scientific research, design, manufacture, construction and operation departments.
This Code is applicable to the relaying protection in power equipment and circuits and the security automatic equipment that are used in the 3kV-or-higher power system. It is the technical code for related scientific research, design, manufacture, construction and operation departments.
1.2 The relaying protection and security automatic equipment shall comply with requirements on reliability (trustworthiness and security), selectivity, sensitivity and quick-action. When the configuration and composition schemes are decided, the following aspects shall be taken into consideration:
A. Structural and operational features of the electric equipment and the grid;
B. Probability of malfunctions and possible results;
C. Current development status of the power system;
D. Economic feasibility;
E. Domestic and foreign experience.
1.3 The relaying protection and security automatic equipment are key components of the power system. When the grid structure, plant and station main connections and the operation mode are decided, the configuration of the relaying protection and security automatic equipment shall be taken into consideration for the reasonable arrangement.
The configuration mode of the relaying protection and security automatic equipment shall be in accordance with requirements on the grid structure and the plant and station main connection. Also, the flexibility of the grid and the plant and station operation mode shall also be taken into consideration.
If the grid structural pattern, the plant and station main connection form, the transformer connection mode and operation mode have caused the relaying protection and security automatic equipment unable to guarantee the security operation of the power system, they shall be used restrictively.
1.4 The system design of relaying protection and security automatic equipment shall be in accordance with the prescribed power system design or the prescribed system wiring diagram and their requirements. In the system design, besides the newly-built section, the renovated design on the unqualified part of the relaying protection and security automatic equipment in the original system shall also be included.
To facilitate the operational management and to help to the performance teamwork, types of the relaying protection and security automatic equipment in the same grid or the same plant and station shall be not too many.
1.5 In the power system, original relaying protection and security automatic equipment that meet the requirements on the reliability, selectivity, sensitivity and quick-action in the electric equipment and circuits shall be reserved. But if they fail to meet those requirements, they shall be rebuilt.
1.6 New products of the relaying protection and security automatic equipment can be promoted after they have proved eligible by the verification according to the national requirements and procedures. Designers and operators shall zealously provide support for the tryout of new products.
