This standard specifies the general requirements, material requirements, manufacturing requirements, painting and marking, etc. of standard-gauge railway freight cars.
This standard is applicable to the new standard-gauge railway freight cars with the maximum running speed less than or equal to 120km/h and axle load less than or equal to 30t. This standard may also serve as reference for the new railway freight cars with the maximum running speed larger than 120km/h and axle load larger than 30t or with special requirements on structure and application.

3 General Requirements
3.1 The design and manufacturing of freight car and its parts and components shall meet the requirements of this standard, relevant standards and the product drawings and technical documents approved according to established procedures.
3.2 The freight cars shall be able to adapt -40~+40℃ operation environment temperature. The freight cars required to enter into defrost garage shall meet the requirement of being continuously placed for 3h at 110℃ to restore to normal temperature without reducing performance.
